Zum Zeitpunkt der Vergabe des Hauptauftrags an das IB bestand für den AG keine Veranlassung, von der Vollständigkeit und Umsetzbarkeit der planfestgestellten Genehmigungsplanung abzuweichen. Erst im Rahmen der weiteren planerischen Durcharbeitung in der Leistungsphase 5 wurde festgestellt, dass für eine richtlinienkonforme Anbindung der Rampe an die A 3 die Errichtung der Stützwand Achse 205 zwingend erforderlich ist. Die Notwendigkeit dieses zusätzlichen Ingenieurbauwerks war für den AG zum Zeitpunkt der ursprünglichen Vergabe nicht erkennbar. 
Die zusätzlichen Leistungen stehen deshalb in einem unmittelbaren technischen, funktionalen und zeitlichen Zusammenhang mit dem bestehenden Auftrag und sind untrennbarer Bestandteil der Verkehrsanlage
