Leistungsphase 6</efbc:ChangeDescription></efac:Change><efac:ChangeReason><cbc:ReasonCode listName="modification-justification">add-wss</cbc:ReasonCode><efbc:ReasonDescription languageID="DEU">Die Nachtragsleistungen stehen in unmittelbarem Zusammenhang mit den bereits beauftragten Leistungen des Hauptvertrages. Ein separates Vergabeverfahren ist nicht zweckmäßig. Eine Trennung dieser Leistungen vom bestehenden Auftrag ist aus technischen und wirtschaftlichen Gründen nicht sinnvoll möglich, da:
- eine inhaltliche und planerische Verflechtung mit den bereits erbrachten Leistungen besteht,
- die Koordination der Fachplanungen durch das beauftragte IB kontinuierlich erfolgt ist und fortgeführt werden musste und
- ein Wechsel des Auftragnehmers zu erheblichen Schnittstellenrisiken, Mehraufwand sowie Verzögerungen im Vergabeprozess geführt hätte.

Die Beauftragung der Nachtragsleistungen beim bestehenden Auftragnehmer war daher zur Sicherstellung der Kontinuität der Planung sowie zur Vermeidung unverhältnismäßiger wirtschaftlicher und
